Install wordpress plugins without FTP access

I have just installed a local copy of a fresh brand new wordpress install and I am trying to run the importer to import data from another wordpress installation. Only problem is :

The installer is requiring me to provide ftp access, which I do not use locally. To allow for normal install this is what we do :

In your configuration file (wp-config.php)  add the following code :
